NOTICE OF PUBLIC HEARING

NORWALK ENHANCED INFRASTRUCTURE FINANCING DISTRICT

AND THE DRAFT INFRASTRUCTURE FINANCING PLAN

Description: NOTICE IS HEREBY GIVEN that, pursuant to Government Code Section 53398.66, the Norwalk EIFD Public Financing Authority (“Public Financing Authority”) will hold a Public Hearing in the Council Chambers located at 12700 Norwalk Boulevard, Norwalk, CA 90650 at 5:45 P.M. on Tuesday, October 7, 2025. The Public Financing Authority will meet at the time and place stated above to answer questions and hear written and oral comments and objections related to the proposed Norwalk Enhanced Infrastructure Financing District (“Norwalk EIFD”) and the draft Infrastructure Financing Plan (“IFP”) prepared pursuant to Government Code Section 53398.63. This Public Hearing will be the first of two public hearings to consider the draft IFP, and the Public Financing Authority will consider any additional written and oral comments and take action to modify or reject the IFP, if appropriate. If the IFP is not rejected at this first public hearing, then the Public Financing Authority will hold a second public hearing tentatively scheduled for November 18, 2025, to consider adoption of the IFP.

The purpose of the proposed Norwalk EIFD is to help provide funding for the provision of public capital facilities of communitywide significance that provide significant benefits and promote economic development within the boundaries of the Norwalk EIFD or the surrounding community, and for those facilities located outside the Norwalk EIFD boundaries which also have a tangible connection to the work of the Norwalk EIFD. The proposed Norwalk EIFD will be used to finance public facilities, such as roadway and utilities, parks and open space, affordable housing, transit connectivity, and/or other public improvements.

The proposed Norwalk EIFD encompasses approximately 201 acres of land, representing approximately 3% of the total acres of land within the City limits. The Norwalk EIFD includes several, non-contiguous development opportunity site areas, including vacant land and underutilized parcels with significant potential for private investment where current and planned land use guidance support a diversity of uses promoting economic development of, and enhancement of quality of life within, the boundaries of the EIFD and the surrounding community. As described in the draft IFP, the financial arrangements include the proposed commitment by the City of Norwalk and County of Los Angeles of future incremental property tax revenues generated within the Norwalk EIFD. This does NOT result in an increase in property taxes or any other taxes for property owners, residents or businesses within or outside the Norwalk EIFD boundaries. Proposed facilities, financial arrangements, the plan for financing the facilities and for issuing debt, estimated fiscal impacts, and other items required by Government Code Section 53398.63 are described more specifically in the draft IFP. Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. Written comments may be submitted to the City prior to the time set for the hearing. If you challenge the proposed matter, you may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
