Project Description: For the Planning Commission to consider the following request filed by Julie Fralick, David’s Place, LLC (Applicant): To rehabilitate an existing 9,765 square foot office building and associated site improvements (including but not limited to façade improvements, off-street parking lot and enhanced landscaping) and to establish and operate a social services use consisting of an adult day care facility for developmentally disabled clients on a 43,000± square foot site. The subject property, located at 11642 Firestone Boulevard (also known as Assessor’s Parcel Number (APN) 8048-007-002), is located on the south side of Firestone Boulevard, west of Pioneer Boulevard and east of Orr and Day Road, in the General Commercial (C-3) zone. The Applicant is requesting approval of the following applications: Conditional Use Permit (CUP) No. 2025-01 to obtain approval of the proposed Social Services use at the subject property where it is conditionally permitted and Director Approval Request No. 2025-12 for the façade improvements on properties zoned for non-residential uses.
Environmental Review Information: Pursuant to the California Environmental Quality Act (CEQA), the proposed façade improvements and establishment and operation of a Social Services use will not have a significant effect on the environment per Sections 15301 (Existing Facilities). Section 15301 Class 1 consists of the operation and minor alteration of existing private structures involving negligible or no expansion of existing or former use. A Notice of Categorical Exemption has been prepared for this project.
Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. Written comments may be submitted to the Community Development Department prior to the time set for the hearing. If you challenge the proposed matter, you may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
