PRECISE DEVELOPMENT PLAN

Project Description: For the Planning Commission to consider the following request filed by Ben Martin, Rexford Industrial Realty LP (Applicant); to demolish two existing multi-tenant industrial warehouse buildings totaling 89,870 SF to construct an approximately 138,972 SF industrial warehouse building improved with an off-street parking lot, ornamental landscaping, and associated infrastructure on a 7.03-acre lot. The subject property is generally known as 14830 Carmenita Road, located east of Carmenita Road and north of Excelsior Drive (also known as Assessor’s Parcel Number (APN) 8069-002-085), in the Heavy Manufacturing (M2) zone. The Applicant is requesting approval of Precise Development Plan (PDP) No. 2023-06 to allow the construction of an approximately 138,972 SF industrial warehouse building and to review the site configuration, architectural design, and landscape design for the proposed warehouse building.

Environmental Review Information: Pursuant to the California Environmental Quality Act (CEQA), an Initial Study/Mitigated Negative Declaration (IS/MND) has been prepared for the proposed project. The public comment period for the IS/MND began on October 24, 2024 and ended on November 12, 2024. The IS/MND is being recirculated for a secondary public review due to refinements to the previously circulated IS/MND.

The public review period for the recirculated IS/MND will begin on September 12, 2025 and end on October 1, 2025. The IS/MND is on file at the City of Norwalk Community Development Department, 12700 Norwalk Boulevard, and is available for public inspection and comment by contacting the Community Development Department, or by telephoning (562) 929-5744. Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. Written comments may be submitted to the Community Development Department prior to the time set for the hearing.
