ZONING TEXT AMENDMENT

NO. 2026-04

Time: 6:00 p.m. or as soon thereafter as the matter may be heard

Place: City Council Chambers, Norwalk City Hall, 12700 Norwalk Boulevard, Norwalk, CA 90650

Project Description: For the Planning Commission to consider and make a recommendation to City Council to amend Title 17 (the Zoning Code) of the Norwalk Municipal Code to:

• Update the Accessory Dwelling Unit Ordinance to be in compliance with state law;

• To allow Low Barrier Navigation Centers (LBNC) in the multi-family and mixed-use zones and to correct LBNC land use inconsistencies in the M-1, M-2, and I zones, in accordance with Program 3.5 (Special Needs Housing) of the 2021-2029 Housing Element and Government Code section 65660; and

• Update land use and development criteria for Special Needs Housing in accordance with Program 2.1 (Special Needs Housing) of the 2021-2029 Housing Element.

The City Council will make a final decision at a separately noticed public hearing.

Environmental Review Information: Pursuant to the California Environmental Quality Act (CEQA), this project will qualify for the Common Sense Exemption under Section 15061(b)(3) of the CEQA Guidelines. It can be seen with certainty that there is no possibility that the adoption of this ordinance may have a significant effect on the environment and is not subject to CEQA.

Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. Written comments may be submitted to the Community Development Department prior to the time set for the hearing. You may watch the meeting from home on Charter Channel 3, Verizon Fios Channel 32, or livestream through the City’s website. If you challenge the proposed matter, you may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
