GENERAL PLAN AMENDMENT
NO. 2026-01

Project Description: For the Planning Commission to consider and make a recommendation to City Council to amend the 2021-2029 Housing Element (“HE”) in accordance with the obligations set forth in Section 22.a.iv of the Stipulated Final Judgment and Order (Case No. 24STCP03551) (“Settlement Agreement”) filed on September 5, 2025. This is to ensure continuous certification of Norwalk’s HE, which was recertified by the California Department of Housing and Community Development (HCD) on September 19, 2025. The City Council will make a final decision at a separately noticed public hearing.
Environmental Review Information: Pursuant to the California Environmental Quality Act (CEQA), this project will qualify for the Common Sense Exemption under Section 15061(b)(3) of the CEQA Guidelines. The Housing Element is a policy document and therefore, no development is being proposed as part of this project. The amendment to the Housing Element to comply with the Settlement Agreement would not result in physical environmental impacts.
Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. Written comments may be submitted to the Community Development Department prior to the time set for the hearing. Address written comments: Attention: Community Development Department at the address noted above or by email to planning@norwalkca.gov. You may watch the meeting from home on Charter Channel 3, Verizon Fios Channel 32, or livestream through the City’s website. If you challenge the proposed matter, you may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
