NOTICE OF PUBLIC HEARING
PROPOSED COMMUNITY DEVELOPMENT BLOCK GRANT
AND HOME INVESTMENT PARTNERSHIP FUNDS FY 2026-27 ANNUAL ACTION PLAN

Description: The City Council of the City of Norwalk will conduct a public hearing to consider and discuss community needs, the development of proposed activities and review program performance. Each year, the City of Norwalk (City) develops an Annual Action Plan describing the activities that will be funded by Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds. These programs are designed to address a variety of housing, non-housing and community development needs. The City uses CDBG and HOME funds to promote affordable housing, social service programs, homeless services, economic development programs, capital improvement projects, such as street and curb replacement, and other similar services and facilities for the benefit of low to moderate-income persons. The public is encouraged to attend the Public Hearing and provide comments on the development of the Fiscal Year (FY) 2026-2027 Annual Action Plan for the CDBG and HOME programs.
The proposed Plan will be available to the public for review and comment starting March 30, 2026 through May 1, 2026 on the City’s website at https://www.norwalk.org/departments_services/community_development/housing___neighborhood_development/cdbg.php or during normal business hours at the following locations:

The City Council will consider all comments to the FY 2026-2027 Annual Action Plan on March 17, 2026, City Council public hearing or as soon thereafter as the matter may be heard.
Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. The agenda report for the above-described project may be reviewed at the City’s webpage at: https://www.norwalk.org/government/agenda_minutes_and_videos.php. Written comments may be submitted to the City Council prior to the time set for the hearing. Address written comments: Attention City Clerk at the address noted above or by email to Clerk@norwalkca.gov. You may watch the meeting on Charter Channel 3, Verizon Fios Channel 32, or livestream through the City’s website. If you challenge the proposed matter, you may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
