ADVANCED RESERVATION AND ON-DEMAND DIAL-A-RIDE SUBSCRIPTION SERVICES, PARATRANSIT DEMAND RESPONSE USER SIDE SUBSIDY TRANSPORTATION PROGRAM AND MICROTRANSIT SERVICE
NOTICE IS HEREBY GIVEN that the City of Norwalk, (“City”) proposals from qualified and experienced transportation providers (“Proposers”) to provide Advanced Reservation Dial-A-Ride Subscription Services Paratransit User Side Subsidy Transportation Program and Microtransit Service for Norwalk Transit System (NTS), via electronic submission through the City of Norwalk PlanetBids (PB) online bid portal site. Proposals must be submitted on Friday, October 30, 2026, at 11:00 a.m. PDT, to be eligible for this RFP.
INSTRUCTIONS: Proposers must be registered as a Vendor with the City of Norwalk on the City of Norwalk PlanetBids bid portal to access all solicitation documents related to this RFP. Registration is free and immediate. Instructions to register are provided on the City’s website at: https://www.norwalk.org/planetbids.

Proposals can be submitted electronically through the City of Norwalk PlanetBids online bid portal site: https://pbsystem.planetbids.com/portal/54783/portal-home by Friday, October 30, 2026, at 11:00 a.m. PDT. Mailed, faxed, or hand delivered Bids will NOT be accepted.
Proposers can bid on one or more services request under this RFP. The City reserves the right to award separate contracts for the operation of Advanced Reservation Dial-A-Ride Subscription Services, Paratransit User Side Subsidy Transportation Program, and Microtransit Service.
A pre-proposal meeting will not be held.
All questions or requests for interpretation regarding this solicitation must be submitted through the Q&A section of the City’s online bid portal. Proposers are not to contact City personnel with questions or clarifications concerning this RFP. Any City response relevant to this RFP provided through any means other than the City’s online bid portal is unauthorized and will be considered invalid.
Response to questions or requests for interpretation to this solicitation will be posted in the Q&A section of the City of Norwalk PlanetBids online bid portal. Any information resulting from questions that cause a material change in the solicitation will be posted in the Addenda section of the City’s online bid portal as an addendum.The cut-off for the submission of questions or deviations shall be 5:00 p.m. PDT on Thursday, October 1, 2026. All questions received will be responded to via the online bid portal by Thursday, October 16, 2026.
The successful Proposer will be required to comply with Equal Employment Opportunity and all applicable federal, state and local laws, and requirements. The City of Norwalk hereby notifies all Proposers that the City will affirmatively assure that Disadvantaged Business Enterprises are afforded full opportunity to participate in the performance of contracts and sub-contracts financed in part or in whole with funds provided under this RFP and will not be discriminated against on the grounds of race, color, gender, age, or national origin in consideration for an award.
The City reserves the right to reject any or all proposals, to waive information or irregularities to the extent permitted by law in any proposal received and to be the sole judge of the merits of the respective proposals received.
