PUBLIC NOTICE

NOTICE OF AVAILABILITY OF THE

CONSOLIDATED ANNUAL PERFORMANCE AND

EVALUATION REPORT (CAPER)

FOR PROGRAM YEAR 2025-2026

NOTICE IS HEREBY GIVEN that the Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 2025-2026 will be available to the public for examination and commenting. The commenting period will be held for 15 days beginning September 4, 2026, and ending on September 21, 2026.

The CAPER is a report of accomplishments achieved with Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds received from the U.S. Department of Housing and Urban Development (HUD). This report identifies progress in carrying out priorities established in the 2025-2029 Consolidated Plan. All activities reported were conducted within the Program Year 2025-2026, which began July 1, 2025, and ended on June 30, 2026.

The CAPER will be made available on the City’s website at https://www.norwalk.org/departments_services/community_development/housing___neighborhood_development/cdbg.php and at the following locations during regular business hours for public review and commenting:

• City of Norwalk, Community Development, Room #12, 12700 Norwalk Blvd., Norwalk, CA

• City of Norwalk, Social Services Center, 11929 Alondra Blvd., Norwalk, CA

• Norwalk Regional Library, 12350 Imperial Highway, Norwalk, CA

Written comments are encouraged and may be submitted to Bethani Cardenas, Housing Manager, via email at bcardenas@norwalkca.gov. Public comments may also be mailed in to the City of Norwalk – Community Development Department, Attn: Bethani Cardenas – Housing Manager, 12700 Norwalk Boulevard, Norwalk, CA 90650, no later than 5:00 PM, on September 21, 2026.
