Project Description: For the Planning Commission to consider the following applications filed by Steve Rawlings on behalf of Northgate González Market (“Northgate”):

Director Approval Request No. 2026-09 requesting approval to allow the ancillary sale of beer, wine, and distilled spirits (Alcoholic Beverage Control [ABC] Type 47 License) for on-site consumption as part of the bona fide restaurant (as defined in Norwalk Municipal Code [NMC] Section 17.04.140.F) operations located within Northgate, pursuant to NMC Section 17.02.203.

Conditional Use Permit No. 2026-02 requesting approval to allow live entertainment within Northgate, pursuant NMC Section 17.02.210. The proposed live entertainment would be accessory to the bona fide restaurant operations of Northgate and is proposed to occur entirely within the existing building.

Conditional Use Permit No. 2026-04 requesting approval to modify Conditional Use Permit (CUP) No. 861, to allow the sale of single containers of beer products, pursuant to NMC Sections 17.02.210 and 17.04.140. CUP No. 861, approved on March 28, 2007, allows ancillary sale of beer, wine, and distilled spirits for off-site consumption (ABC Type 21 [Off-Sale General]) as part of Northgate market operations.

Northgate operates within an existing 57,081-square-foot building located within an existing 4.97-acre shopping center (“Norwalk Plaza”) located at 11660 Firestone Boulevard (also known as Assessor’s Parcel Number [APN] 8048-007-023), within the General Commercial (C-3) Zone.

Environmental Review Information: Pursuant to the California Environmental Quality Act (CEQA), this project will not have a significant effect on the environment per Section 15301 (Existing Facilities) of the CEQA Guidelines. Section 15301 consists of the operation involving negligible expansion of existing use.

Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. Written comments may be submitted to the Community Development Department prior to the time set for the hearing. If you challenge the proposed matter, you may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
