Project Description: For the Planning Commission to consider the following request filed by Matt Hamilton, ADC Norwalk 3, LLC (Applicant): to demolish an existing church and school to construct 61 three-story condominium townhomes and associated site improvements. The subject property, at 2.52 acres in size, is located at 12722 Woods Avenue (also known as Assessor Parcel Numbers 8048-012-014 and 8048-011-035), located within the Triangle District of the Heart of Norwalk Specific Plan (Specific Plan) area. The Applicant is requesting approval of the following applications: (1) Precise Development Plan (PDP) No. 2026-02 to permit the construction of three-story townhome units and associated site improvements within a Specific Plan area; (2) Tentative Tract Map No. 2026-03 (85156) to consolidate the existing lots and subdivide for condominium purposes; and (3) Planning Application No. 26-02 for a housing development submitted under Senate Bill 330.
Environmental Review Information: Pursuant to the California Environmental Quality Act (CEQA), the project will not have a significant effect on the environment per Section 15332 (In-Fill Development Projects) of the CEQA Guidelines. Section 15332 involves in-fill development within urbanized areas. The project consists of a residential housing development for condominium townhomes on a 2.52-acre site.
Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. Written comments may be submitted to the Community Development Department prior to the time set for the hearing. You may watch the meeting from home on Charter Channel 3, Verizon Fios Channel 32, or livestream through the City’s website. If you challenge the proposed matter, you may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
