NOTICE OF PUBLIC HEARING
PROPOSED FISCAL YEAR 2026-2027 ANNUAL ACTION PLAN
FOR COMMUNITY DEVELOPMENT BLOCK GRANT AND
HOME INVESTMENT PARTNERSHIP PROGRAMS

Description: The City Council will conduct a public hearing to consider the adoption of Fiscal Year (FY) 2026-2027 Annual Action Plan (AAP) for the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funded by the United States Department of Housing and Urban Development (HUD). The AAP establishes strategies for the next program year and identifies specific projects and activities that will be undertaken.
For FY 2026-2027, the City of Norwalk will receive $953,352 in CDBG funds through its entitlement grant, estimated program income of $25,000, and carryover funds from the prior year of $100,000. In addition, the City will receive $263,328.03 of HOME entitlement funds, estimated program income of $25,000, and carryover funds from prior years of $998,732.18.

Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. Written comments may be submitted to the City Council prior to the time set for the hearing. Address written comments: Attention City Clerk at the address noted above or by email to Clerk@norwalkca.gov. You may watch the meeting on Charter Channel 3, Verizon Fios Channel 32, or livestream through the City’s website. If you challenge the proposed matter, you may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
