NOTICE OF PUBLIC HEARING
URGENCY ORDINANCE NO. 25-1758U

Time: 6:00 p.m. or as soon thereafter as the matter may be heard.
Place: City Council Chambers, Norwalk City Hall, 12700 Norwalk Boulevard, Norwalk, CA 90650
Description: Pursuant to Government Code Section 65858, the City Council of the City of Norwalk will conduct a public hearing to consider: 1) An amendment to the moratorium on the establishment, implementation or operation (temporarily or permanently) of convenience stores (liquor stores), discount stores, personal use – laundromats, vehicle/automobile washing, payday loan establishments, emergency shelters, single-room occupancy, supportive housing, and transitional housing located in the City (Urgency Ordinance No. 24-1753U, adopted on September 17, 2024); and 2) A one year extension on the moratorium on the establishment, implementation or operation (temporarily or permanently) of convenience stores (liquor stores), discount store, personal use – laundromats, vehicle/automobile washing, and payday loan establishments (Urgency Ordinance No. 25-1758U). Extension of the Urgency Ordinance would allow City staff additional time to develop standards of those uses within the City.
Environmental Review Information: Pursuant to the California Environmental Quality Act (CEQA), this action is exempt under CEQA, because it is an administrative activity of government that will not result in direct or indirect physical changes in the environment, and therefore does not constitute a “project” as defined by CEQA Guidelines section 15378.
Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. The agenda report for the above-described matter may be reviewed at the City’s webpage at: https://www.norwalk.org/government/agenda_minutes_and_videos.php. Written comments may be submitted to the City Council prior to the time set for the hearing. Address written comments: Attention City Clerk at the address noted above or by email to Clerk@norwalkca.gov. You may watch the meeting on Charter Channel 3, Verizon Fios Channel 32, or livestream through the City’s website. If you challenge the proposed matter, you may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
