Project Description: For the Planning Commission to consider the following request filed by Scott Wilkeson, McDonald’s USA, LLC (Applicant); to demolish an existing 2,721 square feet (SF) drive-through restaurant to construct an approximately 2,123 SF dual order point drive-through lane restaurant (McDonald’s) improved with an off-street parking lot, ornamental landscaping, and associated infrastructure on a 0.51-acre lot. The subject property is generally known as 12959 Rosecrans Avenue, located west of Shoemaker Avenue and north of Rosecrans Avenue (also known as Assessor’s Parcel Number (APN) 8046-002-032), in the Restricted Commercial (C-1) zone. The project is requesting approval of the following applications: Precise Development Plan No. 2025-01 to permit the construction of an approximately 2,123 SF dual order point drive-through lane restaurant (McDonald’s) and to review the site configuration, architectural design, and landscape design for the proposed drive-through restaurant; Director Approval Request No. 2025-06 to permit the operation of a drive-through establishment; and Director Approval Request No. 2025-07 to deviate from required landscaping standards.

Environmental Review Information: Pursuant to the California Environmental Quality Act (CEQA), the project will not have a significant effect on the environment per Section 15302 (Replacement or Reconstruction) of the CEQA Guidelines. Section 15302 Class 2 consists of replacement or reconstruction of existing structure and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. A Notice of Categorical Exemption (Class 2) has been prepared for this project.

Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. Written comments may be submitted to the Community Development Department prior to the time set for the hearing. If you challenge the proposed matter, you may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered prior to the public hearing.
