NOTICE OF PUBLIC HEARING

FOR PROPOSED 2025-2029 FIVE YEAR CONSOLIDATED PLAN, FISCAL YEAR 2025-2026 ANNUAL ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP PROGRAM FUNDS

Place: City Council Chambers, Norwalk City Hall, 12700 Norwalk Boulevard, Norwalk, CA 90650

Description: The City Council will conduct a public hearing to consider the 2025-2029 Five Year Consolidated Plan (Con Plan) and the Fiscal Year (FY) 2025-2026 Annual Action Plan (AAP). The Con Plan sets for the City’s overall priorities and five-year strategy for the expenditure of funds received through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) administered by the United States Department of Housing and Urban Development (HUD). The FY 2025-2026 AAP established strategies for the next program year and identifies specific projects and activities that will be undertaken with CDBG and HOME funds.

For FY 2025-2026, the City of Norwalk estimates it will receive $977,097 of CBDG funds through its entitlement grant, and carryover funds from the prior year of $100,000. In addition, the City estimates receiving $240,414 HOME funds, and carryover of $180,310.

Allocation of adjustments, carry-over and program income:

As stated above, the funding amounts are estimates. Authorize the City Manager to adjust funding to projects and programs to reflect FY 2025-2026 CDBG and HOME entitlement allocation announcements from HUD to the 2025-2029 Con Plan and AAP prior to submission to HUD.

The City Council, at the conclusion of the public hearing, may increase, decrease or eliminate funding to the listed activities within the parameters established by HUD.

Public Comment: Interested persons are invited to attend this hearing and be heard regarding this matter. Written comments may be submitted to the City Council prior to the time set for the hearing.
