NOTICE INVITING BIDS FOR

BUILDING DEMOLITION LOCATED AT 13400 SAN ANTONIO DRIVE

NOTICE IS HEREBY GIVEN that the City of Norwalk, California (“City”) invites electronic Bids for the above stated project up to 11:00 AM on 12/02/2025. The City will be receiving bids electronically via City of Norwalk’s Planetbids portal at: https://pbsystem.planetbids.com/portal/54783/portal-home.

PRE-BID MEETING. A mandatory pre-bid meeting will be held at 10:00 am on 10/15/2025, located at 13400 San Antonio Drive, Norwalk CA. No allowances for cost adjustments will be made if a Bidder fails to adequately examine the Project site before submitting a Bid. Due to the presence of disturbed asbestos, lead, fire related char/soot/ash and visible mold in the structure, all of which may involve exposure risk, it is strongly recommended that the attendees follow their company OSHA Injury & Illness Prevention Program (IIPP) and Health & Safety Plan requirements. Steel toed boots, safety glasses, work gloves, multi-contaminant P100 combination half mask respirators (Such as Honeywell 5500) and full body disposable coveralls are recommended to enter to the facility. Contractors will be required to sign an acknowledgement form of these conditions prior to entering the facility.

SCOPE OF WORK. The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant work necessary to satisfactorily complete the Project, as more specifically described in the Contract Documents. The project involves demolition of building and pre-demolition Haz-Mat abatement and other relevant work at 13400 San Antonio Drive, Norwalk, CA. This Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the City Engineer.

ESTIMATED COST OF WORK. The Project is estimated to cost approximately $350,000 and includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in the Contract Documents. This Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the City Engineer.

OBTAINING BID DOCUMENTS. Respondents to this NIB must be registered as a Vendor with the City of Norwalk on the City of Norwalk PlanetBids online bid portal to access all solicitation documents related to this project. The Vendor Portal provides entry to the NEW VENDOR REGISTRATION and BID OPPORTUNITIES modules. Registration is free and immediate. Instructions to register are provided on the City’s website at: https://www.norwalk.org/planetbids.

All questions or requests for interpretation regarding this solicitation must be submitted through the Q&A section of the City of Norwalk PlanetBids online bid portal. Bidders are not to contact City personnel with questions or clarifications concerning this solicitation. Any City response relevant to this solicitation provided through any means other than the City of Norwalk PlanetBids online bid portal is unauthorized and will be considered invalid.

REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS. In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5 [with limited exceptions for bid purposes only under Labor Code Section 1771.1(a)].

STATE PREVAILING WAGES. In accordance with Labor Code Section 1770 et seq., the Project is a “public work.” The selected Bidder (Contractor) and any Subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Public Works, and are available to any interested party upon request. The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR.

FEDERAL PREVAILING WAGES. This is a federally assisted construction contract. Federal Labor Standards Provisions, including prevailing wage requirements of the Davis-Bacon and Related Acts (DBRA) will be enforced. This project is subject to CA20250022 Modification #14, Publication Date 10/03/2025 for Heavy classification. In the event of a conflict between Federal and State wage rates, the higher of the two will prevail.

BONDS. Bidders must submit to the City Clerk a cashier’s check, certified check, or Bidder’s Bond issued by a Surety insurer, made payable to the City of Norwalk and in an amount not less than ten percent (10%) of the total Bid submitted by no later than 11:00 AM on 12/02/2025. Personal or company checks are not acceptable. Bidder must indicate on the outside of the envelope the solicitation name and solicitation number. Failure to provide cashier’s check, certified check, or Bidder’s Bond will deem the bid as Non-Responsive.

A scanned copy of the cashier’s check, certified check, or Bid Bond shall be submitted along with the electronic bid through the City of Norwalk PlanetBids online bid portal. Upon Contract award, the Contractor shall provide faithful performance and payment Bonds, each in a sum equal to the Contract Price. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverages, within fifteen (15) Days after the date of the mailing of written notice of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law.

LICENSES. Each Bidder shall possess a valid Class B-General Building Contractor or C-21 Building Moving/Demolition Contractor’s license issued by the California State Contractors License Board at the time of the Bid submission, unless this Project has any federal funding, in which case the successful Bidder must possess such a license at the time of Contract award. Contractor must employ an asbestos abatement contractor for the asbestos abatement activities that has a California C22 Contractor’s License in good standing with the Contractor’s State License Board and is registered with the California Division of Occupational Safety & Health (‘DOSH’ or ‘Cal/OSHA’). The asbestos abatement contractor must also provide workers and supervisors certified through the California Department of Public Health (CDPH) lead-related construction program. The successful Contractor must also possess a current City business license.

LIQUIDATED DAMAGES. Liquidated damaged daily cost shall be $2,000.00 (dollar amount) per Calendar Day.

RETENTION SUBSTITUTION. Five percent (5%) of any progress payment will be withheld as retention. In accordance with Public Contract Code Section 22300, and at the request and expense of the Contractor, securities equivalent to the amount withheld may be deposited with the City or with a State or federally chartered bank as escrow agent, which shall then pay such moneys to the Contractor. Upon satisfactory completion of the Project, the securities shall be returned to the Contractor. Alternatively, the Contractor may request that the City make payments of earned retentions directly to an escrow agent at the Contractor’s expense. No such substitutions shall be accepted until all related documents are approved by the City Attorney.

BIDDING PROCESS. The City reserves the right to reject any Bid or all Bids, and to waive any irregularities or informalities in any Bid or in the bidding, as deemed to be in its best interest.
